JPS has ‘speaking in ecstasy.’ Samuel had sanctified the world, and when Saul drew close to his city, there was so much holiness and prophecy lying there that he too began to prophesize. Through the great sanctification that the prophets drew down onto the world and Israel, the Blessed One dwells and joins with Israel.
